Enea has prepared a guide for the qualification of installers of renewable energy systems

Enea has produced a guide called QualiCert for certification and qualification of installers of small-scale renewable sources. The goal is to direct the promotion, training of certified installers for the production of renewable energy, photovoltaic, solar thermal, biomass, and geothermal heat pumps.

Thanks to the recent adoption of the Climate and Energy Package, the European Union has set itself ambitious goals, such as the famous goal 20-20 - 20 to be achieved by 2020.

In light of the achievement of these targets, the residential sector is of paramount importance, since, if one part, can be considered as one of the sectors with the largest energy expenditure, on the other, however, can have a great potential for the integration of small-scale heating and / or electric from renewable sources (RES).

The wide application of RES installations in the building sector will require a considerable number of highly qualified installers, who are able to integrate renewables into existing buildings as much as in new buildings and to ensure the proper functioning of these systems tailored to individual requirements, always a careful evaluation of the life cycle.

QualiCert was launched in anticipation of the entry into force of Article 14 of the Directive on the promotion of energy from renewable sources (2009/28/EC), which requires Member States to the development and the mutual recognition of certification schemes or equivalent qualification for installers of small-scale renewable energy systems by December 2012. The project has identified a number of key success criteria that should be taken into account in the creation of the certification schemes or equivalent qualification.

These success criteria are described in the manual prepared by ENEA. In order to ensure the greatest possible support for future certification schemes or equivalent qualification, QualiCert uses an interdisciplinary, multi-stakeholder approach, involving the following actors: builders and installers through European associations, service providers existing training and accredited bodies, the 'RES industry through the European associations and a number of national energy agencies.

Besides the proactive approach that anticipates the obligation under the EU QualiCert meets the real needs of the market, developing a qualified offer for a complete system for the certification of installers, to ensure quality installations and satisfied customers. This, in conclusion, will encourage further commercial development.
